Rachelle V. Blackwell, Ed.D., has been named associate vice chancellor and
chief human resources officer at Texas Christian University.

In her 12 years at TCU, Blackwell has been recognized as a trusted and respected leader within TCU’s human resources division. She has served in a variety of leadership roles since joining TCU in 2014, most recently as associate vice chancellor and deputy chief human resources officer. Throughout her tenure, she has played a key role in advancing HR initiatives, strengthening services and supporting faculty and staff while fostering a culture of excellence and innovation.

As chief human resources officer, Blackwell will lead all HR functions, including benefits, compensation, talent acquisition, payroll, human resources information systems (HRIS), the Center for Connection Culture and employee engagement and success.  Her leadership has consistently focused on enhancing the employee experience and ensuring that TCU remains a place where faculty and staff can thrive both professionally and personally.

An accomplished human resources leader, Blackwell brings extensive experience across higher education, municipal government and healthcare. She is known for building high-performing teams, strengthening organizational culture and building collaborative partnerships throughout the university. Her leadership is grounded in integrity, collaboration and a genuine commitment to helping others succeed.

"Her experience, expertise and deep understanding of our university position her well to lead Human Resources as we continue investing in the people who make TCU exceptional."

For Blackwell, effective leadership begins with investing in people.

“Effective leadership requires balancing strategy with people,” said Blackwell. “It means making thoughtful decisions, developing strong teams and creating a culture of accountability where individuals understand how their work contributes to the success of the institution. I strive to lead with authenticity and purpose. I believe trust, mentorship and meaningful relationships are the foundations of effective leadership and organizational success.”

Those who have worked alongside Blackwell know her as a thoughtful leader who listens, encourages growth and is deeply invested in the success and well-being of others. Her ability to connect with people and bring teams together has made a lasting impact across the university community.

Blackwell holds a doctorate in higher education leadership from Virginia Commonwealth University, a master’s degree in public administration from the University of North Texas and a bachelor’s degree in political science from Southern University and A&M College. She also holds PHR and SHRM-CP certifications and is a frequent speaker on leadership, workforce strategy and talent management.
